The Home Minister today assured full security to the Australian and Pakistani cricket players in Mumbai for the IPL matches.

Addressing a press conference in New Delhi today Mr P Chidambaram said that he guarantees them full security. He was responding to a question on the Shiv Sena threat not to allow Australian players to participate in the wake of on ongoing attacks on Indian nationals in different parts of Australia. The matches are scheduled to be played in March-April.

Mr Chidamabatam also rejected as pernicious the thesis propogated by the Shiv Sena and the MNS that Maharashtrians have the first right to Mumbai. He said that every Indian has the right to work and live in Mumbai.

He said that there is no delay in the announcement on a mechanism to be put in place for a roadmap on resolving the Telangana issue saying that a committee will be formed early this week. He also appealed to the students not to take the extreme step of attempting suicides on the issue.

In reply to a question he said that no decision has yet been taken on his participation for the SAARC Home Ministers in Islamabad to be held from the 20th of this month.

Presenting the monthly report card of the Home Ministry Mr Chidambaram said that the situation in the states affected by Left Wing Extremism continues to be a cause of grave concen. He said that the increase in the number of incidents and casualties is not surpirsing after the decision to deploy large number of security forces and engage the naxalities in the districts dominated by them. He said that this trend will continue this year as well but hoped that state governments will be able gradually reclaim control over the areas that are now domintaed by naxalites.

Mr Chidambaram, however, said that the Jammu and Kashmir and Northern states witnessed the lowest level of violence last year. He said that the states specially Jammu and Kashmir were cautioned at the start of the year to remain at a high alert against terrorists and militants mainly due to the increase in the attempts to infiltrate across the international border and LOC in Jammu and Kashmir. He said that ten such attempts were neutralised by the security forces.

Responding to a question on the US advisory on travel to India , Mr Chidambaram said that it is a routine advisory and it is not intended to sound any alarm signals.

In reply to a question on talks with ULFA , the Home Minister said that the offer of talks with them remains and the government will hold talks with the leaders who come forward for it.

He also said that the government intends to uprgrade and strengthen forensic science institutions in 2010-2011 and year 2010 has been declared as Year of Forensic Science. He said a two member panel has been appointed to thoughly examine on forensic science teaching, training and labs and submit an interm report by April and final report by the end of July.

In reply to another question Mr Chidambaram said that he will be allocating work to the Ministers of state in his ministry on subjects not directly related to internal security so that he can conncentrate on it.

AIR correspondent Sarita Brara reports that the fact that Jammu and Kashmir and the North eastern states witnessed the lowest number of violent incidents last incidents can provide some comfort tothe government the naxal violence contnues to be a matter of serious grave concern for the government .

More than 590 civilians lost their lives last year and nearly 320 security personnel were killed in the extremist violence last year . Thirty three districts in the country are badly affected by the naxal and left wing menace , Mr Chidamabram pointed out that one cannot afford to ignore the reality that it is the naxals whose writ runs large in these areas and not that of the civilian administration .

The strategy therefore is to first restore civil administration by taking on the leftwing extremists and then putting development on the fast track. With the security forces engaged in re-establishing authorityof the civilan governmen there there may be not be let up in the incidents of left wing violence but the centre is hopeful that once the strategy starts payig off , the state governments will be able to reclaims control over the areas dominated by the naxalites.
