The centre today fully endorsed the stand taken by Jammu and Kashmir Chief Minister that the cycle of violence must end before any political and administrative steps are initiated to restore normalcy in the state. The Home Minister said the issues concerning the state have to be addressed through political process and dialogue with all sections of society.Mr. Chidambaram said that the centre had initiated a quite dialogue with key political groups and individuals in the hope that it will activate the political process to find solutions. He however regretted that the process was interrupted as one of the leaders Fazal-ul-Haq, who favoured dialogue was seriously injured after an attempt on his life. Mr. Chidambaram was making a statement in both Houses of Parliament on the situation in Jammu and Kashmir. The Home Minister also offered centre's full support to the state in restoring law and order, holding a dialogue, redressing genuine grievances, speeding up development and ensuring equity, justice and honour for all sections of the people in the state.While regretting the loss of lives in the valley, Mr. Chidambaram made a fervent appeal to the people to put an end to violence. He specially urged the parents to ensure that their children do not join violent protests. He said safety and welfare of the children is of paramount consideration for the government as much as it is for the parents.Mr. Chidambaram said that the security forces have conducted themselves with commendable restraint in a highly volatile situation and they resorted to firing only after their attempts to control the crowds through lathi-charge, tear gas and other means failed to yield any result. Mr. Chidambaram informed the House that there have been 39 civilian deaths since the 11th of June and each case of death has been followed by more protests, stone pelting and violent attacks.He said there have been instances when security forces were fired upon by someone in the protesting crowds. He said there is reliable intelligence that some armed militants might have mingled with the crowds and fired upon at the security forces. He said in over 870 incidents of stone pelting in the last two months, more than 1260 security personnel have also been injured.
