Centre to set up NCTC by next year

The Centre is to set up National Counter Terrorism Centre (NCTC) by the end of next year. Giving the annual Intelligence bureau Centenary Endowment lecture in New Delhi on Wednesday, the Home Minister P Chidambaram said that the NCTC will have the goal to prevent, contain and respond to the terrorist attacks and will perform the functions relating to intelligence, investigations as well as operations. He said the NCTC will be under the Home Ministry and other agencies including the National Investigating Agency and NSG will be brought under it. While calling for the imperative need of putting in place a new architecture for India's security, in the face challanges of the times, Mr. Chidambaram said the Home Minister should be devoting his whole time and energy to the matters relating to internal security. He said number of functions that have no relation to internal security should either be dealt by a separate ministry or brought under a separate department under a Minister who should work independently. <br/><br/>Pointing to the gaps in the visa system, Mr. Chidambaram said that this has been exposed in a number of cases including the case of terror suspect David Headley. He said that there is a need to create a full proof system. Mr. Chidambaram said that there is still some distance to cover before it can be claimed that India has acquired the capacity to respond swiftly and decisively to a terror attack. While emphasizing the need not to be complacent Mr. Chidambaram said that there is some improvement in intelligence gathering and 12 to 13 terror attacks have been neutralised this year.<br/>
