Centre strongly defends amendments proposed to Land Acquisition Act

Finance Minister Arun Jaitley on Saturday defended land acquisition amendments and said the bill is in favour of farmers.Talking to reporters in New Delhi, he said through the bill the farmers will get proper relief and rehabilitation package.Official sources said the government is of the view that changes in the Land Acquisition Act was necessary as it suffered from several flaws and a number of states including those ruled by Congress had complained that land acquisition was not possible under the existing law.In December last, the government had promulgated the ordinance making significant changes in the Land Act including removal of consent clause for acquiring land for five areas industrial corridors, PPP projects, rural infrastructure, affordable housing and defence.Sources said the government is unlikely to make any change in the land ordinance while bringing a bill to replace it with an Act of Parliament during the Budget session, despite widespread protests by opposition parties and farmers' groups. There is also little likelihood of the government holding consultations with NGOs and farmers' organisations on the new bill before Parliament takes a view on the issue. Highly-placed sources in the Rural Development Ministry said, the bill is in toto of what the ordinance was and there is no intention to bring changes in the ordinance. The assertion assumes significance as the government is bringing the new bill to replace the land ordinance amid stiff opposition from non-NDA parties in Parliament and outside, where even some NGOs and social activists have decided to launch agitations against the move.Meanwhile, veteran Social Activist Anna Hazare says, he expects a huge rally of farmers in New Delhi next week with AAM ADMI party is also joining the campaign. He said in Faridabad that the campaign will continue till the Government withdraws the proposed bill to make changes in the Land Acquisition ACT.He said the measure is not in the interest of farmers.A delegation of various farmer unions today met Home Minister Rajnath Singh, External Affairs Minister Sushma Swaraj and Rural Development Minister Chaudhary Birender Singh in New Delhi.Talking to media after the meeting, General Secretary of Bhartiya Kisan Union Yudhvir Singh said that they conveyed the apprehensions and views of farmers to the government as their views were not taken by the government while promulgating land ordinance. He said, Bhartiya Kisan Union has called farmers from 35 organizations for a meet on Monday to discuss the ordinance. Singh said, the Ministers have asked them to make a draft of the demands, after which the representatives will again meet the Ministers. However, Mr Singh said, they have nothing to do with social activist Anna Hazare.
