The Prime Minister has said that the government is reviewing the existing regulatory system for medical education and a Bill on National Council for Human Resources in Health will be introduced soon in Parliament. Dr Manmohan Singh said, the Bill will seek to create an enabling environment for addressing the issues of quality, quantity and equitable distribution of medical education resources. In his address, at the 38th convocation of AIIMS in New Delhi, Dr Singh laid stress on the need for achieving the goal of taking total allocation for health sector in the 12th Plan Period to two to three percent of the GDP. He said, the state governments will also have to substantially increase their expenditure on health. Prime Minister said, a high powered group is looking into the changes in the regulations governing AIIMS, which, he said, is critical for effective functioning of the institute and for creation of an environment that nurtures innovation, talent and excellence. Dr. Singh assured that the government will consider the recommendations and expeditiously do what is in the best interest of the institute. He said that the aim should be to make AIIMS one of the ten best medical universities in the world by 2020. Emphasising the importance of improved sanitation, nutrition and clean drinking water, he said that the government has adopted a more inclusive and holistic approach towards providing health security in the country. He said that the challenges in the health area particularly in rural areas are acute. Dr. Singh said that whether it is the question of child and maternal mortality, coverage of immunisation and awareness of HIV/AIDS, the rural population lags behind their urban counterparts. He said that this is because of inadequate availability of health services and lower levels of education and income. He said the government will support all efforts in this direction.
