Centre has returned 14 bills of Delhi government citing procedural lapses. These include Janlokpal and the Minimum Wages (Delhi Amendment) Bills. Sources in the Home Ministry said, in none of the bills, the Delhi government took prior approval from the central government and straightway passed them in the assembly therefore bills were returned to the City government for correction.<br/><br/>Since Delhi is a Union Territory, any bill the City government wants to adopt in the assembly has to be first sent to the central government for approval. If the nod is given, only then it can be moved for legislative approval in the assembly. After the bill is passed in the assembly, it has to go to the Lieutenant Governor and again to the central government for Presidential assent.<br/><br/>Recently, President Pranab Mukherjee had withheld assent to a city government's bill which seeks to exclude the post of Parliamentary Secretary from the office of profit. The legislation was aimed at protecting 21 Aam Admi Party MLAs, appointed as Parliamentary Secretaries from office of profit.<br/><br/>Reacting to return of the bills, Chief Minister Arvind Kejriwal attacked Prime Minister Narendra Modi accusing him of not allowing Delhi government to work. In a series of tweets, Mr. Kejriwal questioned whether Delhi's elected assembly should not have rights to pass the bill.
