Union Finance Minister, Pranab Mukherjee has said, the Centre is ready to give assistance to debt stressed states including Punjab, provided clean, transparent and accountable governments are there. Addressing the media in Chandigarh he said that 13th Finance Commission had recommended such package to the states by suggesting improvement in the GSDP. He said that such subsidies should be there which could be institutionalised.
