Centre asks bidders to submit samples of bullet proof jackets afresh

The government has decided to ask the bidders to submit fresh samples of bullet proof jackets. This follows the complaints with regard to poor quality of the samples tested by Terminal Ballistic Research Laboratory, TRBL, under the DRDO. A tender was floated for procuring 59,000 bullet proof jackets for the Central Para-military forces but there were complaints with regard to their quality. The whole controversy arose after the Ram Pradhan Committee report indicted the Maharashtra government for the use of poor quality bullet proof jackets during 26/11 Mumbai terror attacks.<br/><br/>The Home Ministry has also asked the test reports submitted by the TRBL to be scrapped. It has called for action against the Director of DRDO lab, R.K. Verma under whose supervision the ballistic tests were conducted on the jackets. The Home Ministry had given the directions earlier last month that the tender process should be stayed, following the complaints as well as the recovery of a CD containing conversation of R.K. Verma with one of the bidders. Verma later admitted that the voice in the CD was his own. The action by the Home Ministry comes on the basis of recommendations of Tender Advisory Committee, TAC, following the examination of the CD. The Home Ministry has said that TAC as well as the Technical Evaluation Committee, TEC should maintain strict vigilance and ensure scrupulous adherence to the terms and conditions of the tender.
