The Centre has announced a major initiative to deal with the situation in Jammu and Kashmir. Home Minister P. Chidambaram said a Group of interlocutors under the Chairmanship of an eminent person will be appointed soon. It will begin the process of sustained dialogue with political parties, groups, students, civil society in Jammu and Kashmir.Briefing reporters after a meeting of Cabinet Committee on Security New Delhi today Chidambaram said that Jammu and Kashmir government has been advised to release all students detained for stone pelting and similar violation of law and to withdraw all charges against them. He said that the Centre will also request the State Government to immediately convene a meeting of Unified Command. This will review deployment of security forces in Kashmir valley, especially at Srinagar, with particular reference to de-scaling at bunkers and check points in the summer capital and other towns. The centre will grant ex-gratia of five lakh rupees to each family of those killed in disturbances in Kashmir since June 11. He said, an amount of 100 crore rupees will be released to the state Government to build educational infrastructure including school buildings and extra rooms in already existing buildings. The decision was taken after a party Parliamentary delegation visited Jammu and Kashmir recently and held discussions with different stake holders to assess the ground situation. All the parliamentarians in the delegation had pleaded for resumption of dialogue to restore peace and order.The centre's initiative has been welcomed by Chief Minister Omar Abdullah and opposition People's Democratic Party – PDP. Omar Abdullah described the Centre's formula on Kashmir as a positive development. He said it must lead to a resolution to all political issues in the state.PDP spokesperson Nayeem Akhtar described the step as a good beginning. But, he said, more needs to be done to regain the trust of people. He said the steps announced by Chidambaram should lead to more confidence building, which will result in the revival of the 2003 peace process. He said, the people should feel relief after these measures and their sufferings like facing daily curfew should come to an end.
