The Central Bureau of Investigation, CBI has blamed Congress leader Sajjan Kumar for 1984 anti-sikh riots. Giving its arguments to Delhi High Court during the hearing of 1984 anti- Sikh riots case involving Sajjan Kumar, the CBI said that he was on the site of crime and incited the rioters.

The CBI said, it was part of a high-profile conspiracy as the riots were not a spontaneous reaction but a well organised operation.
