Peru declared emergency after cold spelt

The Government in Peru has declared a state of emergency across more than half of the country after a cold spell hit the Andean region. In the south, temperatures have dropped to minus 23 degree celsius. The capital Lima recorded a low of 8.8 degrees, the coldest for almost 50 years.
