Cancun must represent breakthrough: Ban Ki-moon

UN Secretary General Ban Ki-moon has said that the business as usual at the Cancun Climate Change Conference cannot be tolerated, for it would condemn billions of children, women and men to shrinking horizons, and smaller futures. Addressing delegates of 194 nations at the conference he said, Cancun must represent a breakthrough. Top UN climate official Christiana Figures said the fate of low-lying islands should be a wake-up call. Big differences remain between nations on issues such as cutting emissions, protection from climate impacts and inspections of others' emission curbs. India's Environment Minister Jairam Ramesh said that his country will not agree to the restrictions on Hydro fluorocarbons (HFCs) being shifted from the Kyoto Protocol that deals with climate change to the Montreal Protocol to protect the Ozone layer.Kyoto Protocol obligations only apply to Industrialised countries but the Montreal Protocol, which phases out Chlorofluorocarbons (CFCs) and Hydrochloroflurocarbons (HCFCs) applies to all parties from developed and developing countries including India.Earlier, Mexican President Felipe Calderon congratulated negotiators for their work so far.
