Union Cabinet has approved the new National Youth Policy-2014 to empower the youth across the country to use their full potential.

Briefing reporters after the cabinet meeting in New Delhi today, Information and Broadcasting Minister Manish Tewari said that the new Policy focuses on developing the youth into a productive work force, by providing them the right education and skills and promoting entrepreneurship.

Through the policy, the Centre intends to promote social entrepreneurship as an attractive employment proposition and create an enabling policy regime for setting up venture funds.

The Cabinet has approved financial support to Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL) on surrender of their Broadband Wireless Access (BWA) spectrum. Briefing reporters, Information and Broadcasting Minister, Manish Tewari said that upfront charges paid for such spectrum would be refunded. The amount to be refunded to BSNL is over 6724 crore rupees and for MTNL, it will be around 4534 crore rupees. It will ensure support for the revival and revitalisation of the two public sector companies in the competitive telecom sector.

Cabinet also approved comprehensive regulatory framework in the form of guidelines for Television Rating Agencies in India(TRAI). Information and Broadcasting Minister said these guidelines cover detailed procedures for registration of rating agencies, eligibility norms, terms and conditions of registration, cross-holdings and methodology for audience measurement. He said it also covers a complaint redressal mechanism, sale and use of ratings, audit, disclosure, reporting requirements and action on non-compliance of guidelines. He said the guidelines are aimed at making television ratings transparent, credible and accountable.
