The Cabinet Committee on Economic Affairs (CCEA) has approved creation of buffer stock of pulses to deal with wide fluctuation in prices of pulses and check food inflation.<br/><br/>The buffer stock will be in place this fiscal itself. As per decision, about 50 thousand tonnes of pulses will be procured from the kharif crop and one lakh tonne from the arrivals of current rabi crop.<br/><br/>Procurement will be done at market prices through Food Corporation of India, NAFED and Small Farmers' Agribusiness Consortium. The procurement will be done at market price above Minimum Support Price (MSP) out of the Price Stabilisation Fund.<br/><br/>The CCEA also decided to import pulses depending on the requirement through Ministry of Commerce. If the prices fall below MSP, procurement will be made at MSP under Price Support Scheme of Department of Agriculture.<br/><br/>The Ministry of Agriculture has identified lack of availability of new varieties of seeds as an important hindrance in increasing productivity of pulses.<br/><br/>Steps will also be taken to expand the scope of National Food Security Mission from 2016-17 so that additional interventions for increasing production of pulses may be initiated. <br/><br/>Union Cabinet has also approved the Real Estate (Regulation and Development) Bill, 2015, as reported by the Select Committee of Rajya Sabha. The bill is aimed at protecting the interest of consumers, promoting fair play in real estate transactions and ensuring timely execution of projects.<br/><br/>It provides uniform regulatory environment to ensure speedy adjudication of disputes and orderly growth of the real estate sector. It will boost domestic and foreign investment in the Real Estate sector and help achieve the objective of Central Government to provide Housing for All by enhanced private participation. <br/><br/>The Bill ensures mandatory disclosure by promoters to the customers through registration of real estate projects as well as real estate agents with the Real Estate Regulatory Authority. Applicable both for commercial and residential real estate projects will come under the purview of proposed legislation.<br/><br/>In an another decision, the Union Cabinet gave its nod to a proposal for introducing measures to encourage shipbuilding and ship repair industry in India under the Make in India initiative. <br/><br/>The measures include a policy for grant of financial assistance to shipyards. This policy will be in force for ten years and its implementation would require a budgetary support of 4 thousand crore rupees.<br/><br/>The promotion of the shipbuilding and ship repair industry in India is important due to higher multiplier effect on investment and turnover and high employment potential. The shipbuilding industry is also strategically important industry due to role in energy security and maritime defence.<br/><br/>The Cabinet given its ex-post facto approval for signing of a Memorandum of Understanding (MoU) between India and United Kingdom and Northern Ireland on cooperation in the energy sector. The MoU will provide an enabling framework for technical assistance, including in-kind grant, and other support, as mutually agreed, through relevant projects.<br/><br/>The focus will be on electricity market structure and the integration of renewable energy into the grid. Besides, the Cabinet has also given its approval for a MoU between India and Indonesia in the field of new and renewable energy.<br/><br/>The Cabinet has approved amendments in The National Waterways Bill, 2015 to declare 106 additional inland waterways, as the national waterways.<br/><br/>The amendments are based on the recommendations of the Parliamentary Standing Committee on Transport, Tourism and Culture and comments of State Governments. <br/><br/>After the inclusion of 106 additional in lands waterways to the existing five national waterways, the total number of national waterways goes upto one hundred and eleven. <br/><br/>The declaration of National Waterways and its subsequent development will enhance the industrial growth and tourism potential of the hinterland along the waterway. This will also provide an additional, cheaper and environment friendly mode of transportation throughout the country.
