Budget Session of Assam Legislative Assembly begins on stormy note

The week-long Budget Session of the Assam Legislative Assembly began at Dispur on Tuesday morning on a stormy note. AIR Guwahati Correspondent reports that as soon as the Governor J. B. Patnaik started his customary speech, the Opposition parties, led by the Asom Gana Parishad and BJP rushed to the Well of the House shouting slogans against the Tarun Gogoi-led Government for its alleged failure to control price rise of essential items and corruption in several departments. Amidst bedlam, the Governor could read only the first and the last paragraphs of his 49-page speech. The Governor said there has been a significant improvement in the law and order situation in the State. He said an atmosphere of hope prevails for permanent peace in the State with several militant outfits, including banned ULFA and NDFB off late coming forward for negotiating table with the Government. Amidst the din, the Chief Minister Tarun Gogoi, who is also holding the Finance portfolio, presented interim annual financial statements and the demand for Vote on Account Grant to the tune of eleven thousand seven hundred forty one crore rupees (Rs. 11,741 crore in the House for the first four months of the 2011-2012 financial year beginning from first April. Mr. Gogoi said the financial position of the State improved remarkably during the ruling of the present Congress-led Government. As many as ten Government Bills were introduced in the House on the opening day today. The House later observed one minute silence condoling the death of several prominent personalities of the Country, including Bharat Ratna Bhimsen Joshi.
