The month-long Budget Session of the Assam Legislative Assembly has begun with a stormy note in Dispur this morning.<br/><br/>The Session started with the customary address by the State Governor Janaki Ballav Pattanaik. <br/><br/>As soon as the Governor began to read his address on the opening day of the Assembly, the opposition parties including the Asom Gana Parishad, BJP, CPI, CPI(M) and Assam United Democratic Front (AUDF) disrupted the Governor’s address shouting slogans and displaying slogan-writing play cards in the floor of the House.<br/><br/>The opposition parties were demanding control of price rise, check corruption in several State Government departments and proper inquiry on alleged involvement of public leaders in siphoning of around one thousand crore rupees from the development funds of the North Cachar Hills District Autonomous Council. <br/><br/>Amidst bedlam the Governor couldn’t complete his address and nothing could be herd. The Governor read the first and last paragraph of his 27-page written address. Later, the Speaker Tanka Bahadur Rai accepted the Governor’s written address as read in the Assembly.<br/><br/>The Governor in his address said that there has been perceptible improvement in the law and order front in the State due to constant pressure on militant outfits by the security forces. <br/><br/>He said the efforts have paid dividends and important ULFA leaders were arrested in last few months.<br/><br/>Two important outfits-Karbi Longri N.C.Hills Liberation Front (KLNLF) and Dima Halam Daogah (Jewel) factions have opted for negotiations.<br/><br/>The hardcore NDFB militants have already signed suspension of operation agreement with the Government.<br/><br/>Mr. Pattanaik said that the Government will continue to deal with any act of violence firmly while doors are open for negotiations within the framework of the Constitution. <br/><br/>Citing various developmental activities, the Governor said the State Government has decided to establish Gram Nyalayas in principle covering all districts of the State for speedy disposal of civil and criminal cases within the jurisdiction of the Gram Nyalayas.<br/>
