Finance Minister says, bringing Prime Minister under Lokpal will result in institutionalised Permanant instability at the Centre. Strongly defending the decision of the Government, Pranab Mukherjee said, in this time of frenzy, anybody can write to the Lokpal and make a complaint. If the Lokpal prima facie sees merit in it, the Prime Minister will have to resign. He said Prime Minister is the keystone of our system and if he goes, then the entire government goes. Answering a query he said the Prime Minster does not get immunity for ever. He can covered once he demits office. On Hazare's threat to go on indefinite fast from August 16 ,Mukherjee said if the Gandhian felt that the civil society bill was the best then he should convince political parties supporting him to get it passed in Parliament even without discussion. One cannot threaten the the government on this point. On the issue of fighting corruption, Mukherjee said the UPA did not lag behind anyone. He said Maharashtra Chief Minister was removed even before a charges were filed against him. The moment the Commonwealth Games was over, the Prime Minister appointed the Shunglu Committee to go into corruption charges. In this regard, he compared the performance of the BJP with regard to Karnataka Chief Minister B S Yeddyurappa. On the issue of black money stashed away abroad, Finance Minister says, details of assets and payments received by Indian citizens in several countries have started flowing in and are being investigated. It is now under different stages of processing. Pointing out to the signing of Double Taxation Avoidance Treaty with Switzerland, Mukherjee said information about wealth stashed away in Swiss banks by Indians is expected by the government before the end of the year. He said the government has got names of 16 or 17 black money holders from Lichtenstein. Rejecting to the opposition charge that the government is not serious about dealing with black money, the minister said that while previous governments which included the BJP, CPI and other opposition parties had done nothing , the UPA had launched a five-pronged strategy on the issue. Besides creating an appropriate legislative framework, the government has started renegotiations with 75 countries to get more information. Negotiations have been completed with 53 countries or jurisdictions. According to latest estimates available, the Directorate of International Taxation has collected taxes of 33,784 crore rupees from cross border transactions in the last two financial years. Mukherjee said in a large number of specific cases, information has been obtained. The Directorate of Transfer Pricing has detected mispricing of 34,145 crore rupees in the last two financial years as against mispricing of 14,655 crore in the earlier five years. The investigation wing of Central Board of Direct Taxes has detected concealed income of 18,750 crore rupees. Mukherjee said India has been able to achieve success in getting information about black money stashed abroad in the last two years after the Pittsburgh summit of the G-20 where clear signals were given that countries and tax havens cannot continue their non-cooperation in this matter. On various estimates of Indian money stashed away abroad, including the figure of 468 billion dollars, Mukherjee said this is just playing to gallery. Mukherjee also disclosed that abolishing of a range of discretionary powers enjoyed by central ministers is now being processed by the Government. The recommendations were made by Group of Ministers – GoM on dealing with corruption.
