Both the houses of the Andhra Pradesh Legislature today rejected the State Reorganization Bill. A resolution was passed by voice vote before both the houses adjourned sine die. Chief Minister Kiran Kumar Reddy moved the Government resolution amidst pandemonium seeking rejection of the Bill that proposed bifurcation of the state without any reason or basis.
He also urged the President not to recommend the bill for introduction in Parliament. The house also resolves that the bifurcation will be disregard to the linguistic and cultural homogeneity and economic and administrative viability of both the regions.
Speaker N. Manohar announced that there were 10 more resolutions given notice by members but there was no need to take them up as the government resolution was passed. A total 9 thousand 72 amendments have been proposed by members and all of them made part of the proceedings.
AIR Correspondent reports that the Assembly session was convened on 12th of last month to discuss the State Reorganization Bill as the President asked the Assembly to give its views over the bill under Article 3 of the Constitution. Out of total 25 sittings, meaningful discussion could be taken place for only 13 days while 86 members took part in it and almost rest of all in the 294-member house submitted their written speeches.
However, the members have made 9 thousand 72 amendments and suggestions to the Bill. Terming the proposal to bifurcate the state without any reason and basis a disregard to the linguistic and cultural homogeneity and economic and administrative viability of both the regions the majority legislators rejected the Bill.
Meanwhile, Deputy Speaker Rajanarasimha said the separate state for Telangana will be formed under the Article 3 of the constitution. Ministers from Telangana region said the resolution is unconstitutional. TRS President K Chandrasekhara Rao said there is no doubt on the formation of Separate state for Telangana. BJP said now the responsibility lies with the Congress party to carve out Telangana.
