Both Houses of Parliament adjourned sine- die

Both the Houses of Parliament were adjourned sine- die today. In the Lok Sabha, when the House met after the third adjournment at 1.30 PM, Speaker Om Birla made valedictory remarks and informed about the functioning of the House during the monsoon session. He said, the House functioned over 44 hours during the session. He said, the House discussed no-confidence motion for nearly 20 hours and also passed 22 bills including the Digital Data Protection Bill.

Earlier, the Lok Sabha witnessed three adjournments. Congress members created an uproar over the suspension of its leader Adhir Ranjan Chowdhury from the House yesterday. When the House met for the day, Congress members tried to raise the issue which was disallowed by Speaker Om Birla. They created a noisy scene. Later, the Speaker adjourned the House till 12 Noon. Mr.  Chowdhury was suspended from the Lok Sabha yesterday for his unruly conduct and the matter was referred to the  Privileges Committee. When the House met after the first adjournment at 12 Noon, members from opposition parties including Congress, DMK and TMC trooped into the well, raising slogans over the Manipur issue. Amid din, Central Goods and Services Tax (Amendment) Bill 2023, and the Integrated Goods and Services Tax (Amendment) Bill 2023 were introduced and later passed without discussion. The Bharatiya Nyaya Sanhita, 2023, the Bharatiya Nagarik Suraksha Sanhita, 2023 and the Bharatiya Sakshya Bill 2023 were also introduced in the House. Opposition parties staged a walkout over the suspension of Mr. Adhir Ranjan Chowdhury.

In the Rajya Sabha, when the House met after second adjournment at 2 PM, the House suspended Aam Aadmi Party MP Raghav Chadha for gross violation of rules and contemptuous conduct, till the pending report of Privileges Committee. The House also extended the suspension of AAP MP Sanjay Singh till the recommendations of the Privileges Committee. The Upper House returned the Central Goods and Services Tax (Amendment) Bill 2023, and the Integrated Goods and Services Tax (Amendment) Bill 2023 to the Lok Sabha. Later, in his valedictory address, Chairman Jagdeep Dankhar expressed his concern over disruption in the House saying the Upper House lost 44 hours & 58 minutes due to disruptions.

In the pre-lunch session, the Rajya Sabha witnessed two adjournments. When the House reassembled at 12 noon after first adjournment, the House gave farewell to retiring members. After that opposition members started sloganeering over the Manipur violence issue. They were demanding Prime Minister Narendra Modi's statement in the House over it. Members from Congress, TMC, DMK, Left and others were in well. Amid din, Chairman Jagdeep Dhankhar tried to run the Question Hour but in vain. Later, he adjourned the House till 2 PM. Earlier when the House met this morning, Leader of Opposition Mallikarjun Kharge raised the issue of suspension of Mr. Chowdhury saying that he is the member of several Parliamentary Committees. He said, suspension will deprive him from discharging his duties as the member of Committees. Minister of State for Parliamentary Affairs V. Muraleedharan objected to it saying the Congress leader is the member of Lok Sabha and the matter of other House should not be raised here. The House gave farewell to nine retiring members. The Leader of Opposition Mr. Kharge and the Leader of the House Piyush Goyal highlighted their contribution. Meanwhile, BJP MP Kirori Lal Meena raised the issue of law and order situation in Rajasthan to which opposition members objected and started sloganeering. This led to adjournment of the House till 12 Noon.

Both Houses of Parliament were today adjourned sine die. In his valedictory remarks, Lok Sabha Speaker Om Birla said, the Lower House functioned for 130 hours 45 minutes in this session.<br />'' <br />'' The Speaker said, several important bills were passed and issues were discussed during the session.<br />'' <br />'' In his valedictory remarks, Rajya Sabha Chairman, M. Venkaiah Naidu said, the session registered around 100 per cent productivity and passed 15 important bills.<br />'' <br />'' The bills include Citizenship (Amendment) Bill, Transgender Persons (Protection of Rights) Bill and Prohibition of Electronic Cigarettes Bill.<br />'' <br />'' He said, over 11 hours were wasted in the session due to disruptions. However, members sat beyond scheduled hours to complete the business.  <br />'' <br />'' Earlier, Rajya Sabha witnessed two adjournments. When the House met after the first adjournment at 12 Noon, Mr Derek O'Brien of TMC tried to raise the issue of the situation in the North-Eastern States after the enactment of Citizenship (Amendment) Act.<br />'' <br />'' He said, the violence has erupted in many parts of the North-East and urged the Chairman M. Venkaiah Naidu to allow him to speak.<br />'' <br />'' The Chairman denied the permission saying it is Question Hour. Following this, TMC members trooped into the well and raised slogans against the government. Congress members also came into the well demanding government response over the situation.<br />'' <br />'' They were supported by Left, Samajwadi Party, DMK and others. Leader of Opposition, Gulam Nabi Azad said, the government should come out with a statement over the situation after the enactment of Citizenship Amendment Bill.<br />'' <br />'' Amid uproar, the Chairman tried to run the Question Hour and repeatedly urged the protesting members to go back to their seats as the entire country is watching. As the uproar continued, he adjourned the House till 1 P.M.  <br />'' <br />'' During Zero Hour, Congress leader Anand Sharma demanded to convene an all-party meeting over the situation in the North East.<br />'' <br />'' In the morning, the House was adjourned till 12 Noon following uproar by BJP members over the reported remarks of senior Congress leader Rahul Gandhi on the rape incidents in the country.<br />'' <br />'' When the house met this morning, BJP member Sonal Mansingh raised the issue demanding an apology from Mr Gandhi. She was supported by other BJP members as well as JD(U) and AIADMK's MPs.<br />'' <br />'' The protesting members trooped into the Well raising slogans against the Congress leader.<br />'' <br />'' The Chairman repeatedly urged for order in the house but in vain. Later, he adjourned the House till 12 Noon.<br />'' <br />'' The Lok Sabha also witnessed adjournment till 12 Noon over Rahul Gandhi's reported comments. Minister of State for Parliamentary Affairs Arjun Ram Meghwal raised the issue seeking an apology from Mr. Gandhi.<br />'' <br />'' Defence Minister Rajnath Singh also objected to the remarks of Rahul Gandhi saying people who make such remarks have no moral right to be a member of this house. Later, ruling BJP members trooped into the well.<br />'' <br />'' Congress members also on their feet demanded to start Question Hour.  <br />'' <br />'' As pandemonium continued, Speaker Om Birla adjourned the house till 12 Noon. Recently, addressing a rally in Jharkhand, Rahul Gandhi had made the alleged objectionable remarks.<br />'' <br />'' In the morning, both the Houses paid homage to the martyrs of Parliament terror attack.<br />'' <br />'' Lok Sabha Speaker Om Birla today said that during the Winter Session the Lower House tried to dispose of maximum legislative business.<br />'' <br />'' Briefing reporters this evening in New Delhi, Mr Birla said, important issues including air pollution and climate change were discussed in the session.<br />'' <br />'' He said, the house also sat around 29 hours more than the scheduled time to complete the business.

<span style="color: #222222;">The last session of the sixteenth Lok Sabha came to an end on Wednesday with Prime Minister Narendra Modi enumerating a number of achievements during his tenure. </span><br />'' <br />'' <span style="color: #222222;">Mr. Modi has said India has achieved a distinguished place in the world due to majority government at the centre. </span><br />'' <br />'' <span style="color: #222222;">The Prime Minister said, India's self-confidence is at an all-time high which is a very positive sign because such confidence gives an impetus to development. </span><br />'' <br />'' <span style="color: #222222;">He said, when the world is discussing global warming, India made a mammoth effort in the form of the International Solar Alliance to mitigate this menace. Mr. Modi said, the country will be proud of this 16th Lok Sabha, as it has the highest number of women members.</span><br />'' <br />'' <span style="color: #222222;">The Prime Minister said, it is this Lok Sabha that has passed stringent laws against corruption and black money besides the GST. He added that the GST passing in the House revealed the spirit of cooperation and bipartisanship. </span><br />'' <br />'' <span style="color: #222222;">Mr Modi also targeted the Congress over its attack on the government on the Rafale fighter jet deal and said many planes were being flown in the floor of this House. He was referring to Congress members' flying paper jets in the Lok Sabha to draw attention to  Rafale issue.</span><br />'' <br />'' <span style="color: #222222;">Leaders of different political parties including Congress, TMC, CPI(M), TRS, LJP and others expressed their views and thanked the Speaker Sumitra Mahajan for her efforts to run the House smoothly. Mulayam Singh Yadav of Samajwadi Party praised Prime Minister Narendra Modi and hoped that BJP wins the upcoming Lok Sabha elections that Mr Modi returns to power again.</span><br />'' <br />'' <span style="color: #222222;">Before adjourning the House sine die, in her valedictory address, Ms Mahajan said, she tried to run the House with parliamentary decorum and gave opportunities to all the members, irrespective of their political affiliation to raise issues of public importance. The Upper House witnessed repeated adjournments over several issues during the entire session. </span><br />'' <br />'' <span style="color: #222222;">Delivering the Valedictory Address, Chairman M Venkaiah Naidu expressed displeasure over House disruptions, saying the overall productivity during the session was not good. Mr Naidu said the members should introspect over declining productivity in the House as important matters of public interest could not be taken up.</span><br />'' <br />'' <span style="color: #222222;">Earlier in the day, the Rajya Sabha witnessed two adjournments. </span><br />'' <br />'' <span style="color: #222222;">Members from Samajwadi Party and BSP tried to raise the issue of former UP Chief Minister Akhilesh Yadav being allegedly prevented from flying to Prayagraj from Lucknow Airport yesterday. </span><br />'' <br />'' <span style="color: #222222;">The Chairman denied permission, prompting the agitating members to come to the Well. When the House re-assembled, it was again adjourned till 12:30 as Opposition members objected to government's move to press the Consumer Protection Bill, 2018 for passing.</span><br />''
