Chief Election Comissioner Dr S Y Qurashi has said that state funding cannot stop flow of black money during elections. Speaking at the 7th National Conference on electoral and political reforms held in Chennai today, Qurashi said India as the largest democracy had survived many elections and was emerging as a super power despite problems like corruption, malpractices and other dysfunctions.Lining up the challenges of debarring criminals from contesting elections, he said it was difficult to prove the guilt of those arrested and the process requires a serious debate. He said that national consultation on amendments in law commission would be held on the 2nd and 3rd April this year. Party funding should be made transparent as also auditing of accounts of the parties, he added. Raising up questions on the paid news, he said that any form of advertisement even in the print media should not be allowed 48 hours before polls. He said that the Commission is concerned on the rise of registration of political parties as it gives way to money laundering. and said that the election commission should also be givenpowers to derecognize parties indulging in such acts. Qurashi also launched the website of ADR (Association of democratic rights) which provides a load of information on the financial contribution to political parties and their IT returns as well as background information including cases of elected individuals.
