The Opposition BJP on Monday strongly pleaded in favour of a separate Disaster Management Ministry at the Centre. Initiating the debate on the subject in the Lok Sabha, Mr Anant Kumar of the party regretted that an important issue like disaster management finds no place in the State, Centre or Concurrent list and is under residual powers. The Home Minister P Chidambaram assured the House that funds will not be a constraint for the reconstruction process of the disaster hit states in the country.<br/>
