The Jammu and Kashmir Governor N N Vora has invited Peoples Democratic Party, PDP, and the BJP; the first and second largest parties in the elections for discussion on government formation in the State. PTI quoting Raj Bhavan sources said Vohra has sent separately to PDP Patron Mufti Mohd Sayeed and state BJP chief Jugal Kishore for holding discussions on the proposal for government formation.

The talks between the Bharatiya Janata Party and the People's Democratic Party remained inconclusive today after the PDP insisted that party chief Mufti Mohammad Sayeed should remain the chief minister for the full six-year term.

AIR Srinagar correspondent reports that there has been buzz about a rotational chief minister – with each partner (BJP and PDP) holding the post for three years, an experiment that the PDP had tried with the Congress before. In that scenario, the BJP reportedly wants the first three years.

But the PDP is said to be unwilling to compromise on a full term as Chief Minister for its leader Mufti Mohammad Saeed. The two rounds of talks between the two parties, mediated by the BJP's Ram Madhav and the PDP's Muzaffar Hussain Baig, were also stuck over a common minimum programme demanded by the PDP if the two parties join hands to form the next government in Jammu and Kashmir, which threw a fractured verdict.

Congress today offered support to PDP in government formation saying PDP has the legal, moral and constitutional right to do so. Party spokesman Abhishek Manu Singhvi told reporters in New Delhi that the Congress is prepared to support them if they are ready to form the government.

Meanwhile independent MLA from Langate Abdul Rasheed Sheikh has ruled out support to BJP for government formation in the State. He asked PDP and National Conference to join hands. Another MLA, CPIM State Secretary M. Y. Tarigami said secular forces should rise to the occasion and form a stable government.
