A resolution adopted on the concluding day of the two day executive committee meeting of the BJP at Patna today said, the Centre has circulated the draft of the the Public Services Protection and Regulation Bill 2010 and Scheduled Castes and Scheduled Tribes(prevention of atrocities) rules,1995.

The Party said, these are an outright infringement on the States’ legislative powers and States' jurisdiction.

While the public services protection and regulation bill 2010 is aimed at arming the centre to regulate public services such as education, health, water supply, santitation ,housing, public transport, housing and electricity, the proposed amendment in the scheduled castes and scheduled tribes rules 1995 will empower the district magistrates to report any breach of the rules directly to the centre. He said, the centre was misusing its ‘captive agencies’ to mount political offensives against non-congress state governments. Mr. Advani said, the misuse of CBI to defame and demonise Gujarat Chief Minister, is a case in point.

Gujarat Chief Minister Narendra Modi referred to the GUJRAT control of Organised Crime Bill ( GUJCOC )which has been twice passed by the Gujarat state assembly .
