Bill to transfer control of potable alcohol to states passes in Parliament

Parliament has passed the Industries (Development and Regulation) Amendment Bill, 2015, with the Rajya Sabha approving it yesterday. The Lok Sabha had passed the Bill in the Winter Session of Parliament last year. The bill seeks to bring industries engaged in the manufacture of potable alcohol under the exclusive control of States in all respects. <br/><br/>However, the Centre will continue to be responsible for formulating policy and regulating foreign collaboration for all products of fermentation industries, including industrial and potable alcohol. <br/><br/>The Centre conformed to the Supreme Court order in the Bihar Distillery versus Union of India case, wherein it held that where the removal or clearance is for industrial purposes, the levy of excise duty and all other control should be with the Centre.<br/><br/>Commerce and Industry Minister Nirmala Sitharaman had moved the Bill. Anand Bhaskar Ropolu of Congress, Rangasayee Ramakrishna of BJP and Bhupinder Singh of BJD participated in the discussion.
