Bill to tackle honour killings in Monsoon Session

The Government today said that it intends to bring a Bill to tackle the crime of honour killings in the current session of Parliament itself. Responding to the Calling Attention Motion on the situation arising out of the recent spurt in the incidents of honour killings, the Home Minister, Mr. P. Chidambaram said that the Group of Ministers was set up to consider a draft bill on the subject and the consultations are now in the final stage. He assured the House that it will be a strong bill calling for severest punishment and it will not only cover the crimes of honour killings but also the humiliating incidents like stripping the women in public and such violence against women. He said that such crimes that need to be condemned in the strongest possible words. Mr. Chidambaram said that the Centre has sought suggestions from the states. He said that an advisory has also been sent to them to register FIRs against the crime of honour killings as under the present law. He said that the states who do not do so will be held accountable. Mr. Chidambaram said while there may be different views, there is a need to look ahead and build a secular and enlightened society which must reflect the 21st century.Sharing concern of the members over increasing number of honour killings, the Speaker, Mrs. Meera Kumar said that the killing of young couples by their own loved ones is a de-humanising process. She said that it is a matter of satisfaction that the issue has been discussed.Earlier, raising the matter, Mr. Gurudas Das Gupta of the CPI called for stringent laws to deal with the crime of honour killings and said the matter should not be politicised. There were also suggestions of setting up of fast track courts to deal with such crimes. Some members including RJD leader, Mr. Laloo Prasad wanted all party meeting should be called to discuss the issue. ‘
