Bihar Chief Minister Nitish Kumar announced that  the rail fare of stranded migrant labourers and students,returning to state, will be borne by the state government. Releasing a video message today Mr.Kumar said railway will bring them from different parts the country to Bihar and their fare will be paid by the state government.<br />'' <br />''<br />''All migrant labourers will be kept in quarantine centre for 21 days.All of them will be staying at quarantine centre will be given a minimum amount of rupees one thousand each when they return to their homes after completing quarantine period.<br />
