The Bihar government today declared 28 out of 38 districts of the state as drought hit. This decision has been taken in today's state cabinet meeting. Principal Secretary of Cabinet Coordination Afzal Amanullah said that collection of cash and loan from farmers has been suspended in these districts with immediate effect. Collection of electricity bill has also been kept in abeyance.There has been below average rainfall in the drought hit districts. During the ongoing monsoon, 12 to 14 percent rainfall has been recorded so far. There has been only 41 percent paddy plantation.
