China, Japan and South Korea have agreed at a summit in Beijing to get negotiations with North Korea over its nuclear weapons programme restarted quickly. Japan and South Korea want change of approach offering aid to North Korea only after it dismentals its nuclear weapons programme. North Korea has already indicated that it may return to multi-party talks on the nuclear issue but has also said it wants direct negotiations with the US first.
