The HRD Minister, Mr. Kapil Sibal has expressed hope that basic infrastructure facilities will be made available within three years for providing free and compulsory quality elementary education to every child. <br/><br/>In an exclusive interview to All India Radio special correspondent Esthar Kar, Mr. Sibal said, the significance of the Right to Education Act is that it is both statutory and enforceable in a court of law. The minister said that, State Governments are obliged to ensure that a child in the 6-14 age bracket is admitted to a school as it is a mandatory act. He also said, five lakh teachers will be recruited in the next six months and will be provided requisite qualifications within five years to impart quality education to children.<br/><br/>Mr. Sibbal appealed to the private sector to come forward in a big way to help establish teachers training institutes apart from such provisions to be made by State Governments and through public-private partnership mode. <br/><br/>In reply to a question on the standardization of education, the Minister categorically stated that he is against it.<br/><br/>Speaking on the reservations provided for in the Act in private educational institutions, he said beginning the next academic session 25 per cent of the seats in Class one will be for the disadvantaged communities.
