Indo Tibetian Border Police has said in New Delhi that the force had informed the district administration of Bareilly about the Recruitment Rally. In a release, the force said that a letter enclosing all necessary details was mailed last month to the District Magistrate. It said that a seperate copy was mailed to the DIG Bareilly too requesting for adequate arrangements including medical facilities to cater emergency conditions.ITBP has alleged that despite the request and advance information only a handful police personnel were deployed around the campus.
