Assam’s Annual Plan for the year 2010-11 has been finalized at 7,645 crore rupees. This is a hike of 27.42 per cent compared to the plan size of previous year. The plan size was finalized at a meeting held between the Planning Commission Deputy Chairman Mr. Montek Singh Ahluwalia and the State Chief Minister Mr. Tarun Gogoi in New Delhi on Monday. <br/> <br/>Speaking on the occasion, the Chief Minister Mr. Gogoi said the fiscal health of the State, which had been improving since 2000-03, was under strain now as a result of the global recession and other factors. He said despite this, the State Government had proposed to invest more in development schemes for the welfare of the minorities, tribals and the backward classes. <br/> <br/>Mr. Gogoi said the State Government has given major thrust to education, human resource development, capacity building and skill development for the youth of the State to generate more employment opportunities, strengthening of healthcare facilities, rural development, rural marketing, power generation and transmission during 2010-11. <br/> <br/>The Chief Minister urged the Deputy Chairman Mr. Ahlualia to increase the assistance under Rastriya Krishi VikashYojana (RKVY) besides grant of special packages for the North Cachar Hills and Karbi Anglong District Autonomous Councils and the eight Development Councils being set up. <br/> <br/>The Planning Commission Deputy Chairman appreciated the State’s commitment towards the social sector and the marked improvement in the health sector due to vigorous implementation of NRHM in the State. <br/> <br/>He complimented the State for the improved utilisation of Plan funds. Lauding the Government’s efforts to develop quite a good number of projects under PPP mode in education, health and infrastructure, the Deputy Chairman said 40 per cent of funds are allotted by the Ministry of Finance as capital cost for such projects. <br/> <br/>In this context, Mr. Ahluwalia asked the Assam Government to submit a detailed note on the PPP mode being implemented in the State so that it could be replicated by other States. <br/>
