The government is trying out ways and means to bring ULFA Commander-in-Chief Paresh Baruah to the negotiating table. Disclosing this, the Assam Chief Minister, Mr Tarun Gogoi also added that peace talks can continue without Paresh Baruah. He said that dialogue can otherwise continue only with the other top leadership of the outfit presently lodged in Guwahati Central Jail. Taking part in the Nalbari festival on Tuesday, the state Chief Minister also said that the killing of Ranjan Daimary's sister at Harisinga was fallout of the rivalry between the waging factions of the NDFB.<br/><br/>Meanwhile, the outlawed United Liberation Front of Asom (ULFA) on Wednesday has threatened to attack security forces and vital installations in Assam ahead of Republic Day. They are going to step up their offensive and target security forces and other vital installations, the self-styled ULFA Commander-in-Chief Paresh Baruah said in an e-mailed statement. Titled new guidelines and instructions, the rebel statement also warned of action against Assam Police personnel and informers. The rebel statement also threatened action against intellectuals who are anti-ULFA. The elusive separatist leader also threatened to take action on corrupt officials. The ULFA statement also asked people to capture and punish anybody who triggers bomb blasts.
