The Assam Assembly today witnessed unruly scene over admissibility of an adjournment motion brought by the combined opposition. The adjournment motion was on alleged involvement of a section of public leaders in siphoning around one thousand crore rupees from the development fund of the North Cachar Hills Autonomous District Council. The tussle started when the Speaker Mr. Tanka Bahadur Rai allowed the Opposition leader Mr. Chandra Mohan Patowary to speak on the admissibility of the Motion under Rule 56 of the Assembly procedure. Mr. Patowary said since the National Investigative Agency (NIA), enquiring on the huge financial irregularities of the Hill Council, has alleged to have pointed at as many as seven ministers of the Gogoi Government, the matter involves greater public interest and hence, the matter may be permitted to debate in the Assembly. As soon as Mr. Patowary mentioned the names of some ministers, the ruling Congress members came out of their feet and started altercating with the opposition bench members. Infuriated members from both the ruling and the opposition came out to the floor of the house and started attacking each other. Amidst the din nothing could be heard. The State Chief Minister Mr. Tarun Gogoi and former Chief Minister Mr. Prafulla Kumar Mahanta were also seen involved in heated exchange of words attacking each other. When the House returned to its normal business, the Speaker announced keeping his decision reserved on the admissibility of the Motion. Later, the entire Opposition staged a Walk-Out in the Assembly as a mark of protest of the Speaker’s Ruling.
