Arunachal Pradesh Finance Minister Setong Sena has presented a 131.16 crore deficit budget for the year 2010-11. Presenting the budget document in the assembly, Sena said, the budget estimates recorded a receipt of 5,103 crore after repayment of necessary loans while the estimated expenditure was fixed at 5,235. crore. <br/> <br/>He said the annual plan outlay for 2010-11 has not yet been finalized by the Planning Commission, but based on the envisaged guidelines, the annual plan has been estimated at 2,500 crore rupees. <br/> <br/>AIR Itanagar correspondent reports, the Arunachal Budget 2010-11 gave special thrust on consolidating healthcare services, education and tax reforms to enrich the state exchequer. <br/> <br/>Taking part in the discussion, Chief Minister Dorjee Khandu said the Green Bonus for the state will be released very soon under the 13th Finance Commission. <br/> <br/>Finance Minister Setong Sena said the state government was contemplating levying taxes on property not only in the interest of equity but also for revenue mobilisation of the state. <br/> <br/>Other highlights of the budget are increase of Value Added Tax on tobacco and allied products from 12.5 percent to 20 percent. It also gave sops to certain eligible civil and police officers to procure official vehicles at 75 percent subsidy and rest 25 percent on interest free loan. <br/> <br/>The budget also gave special thrust on border area development with 75 crore rupees being allocated for development of new administrative centres. <br/><br/>
