The Arab League has endorsed the Palestinian authority's plan to seek full UN membership for a Palestinian state with East Jerusalem as its capital. The League said at a meeting in Doha that it will back the Palestinian plan because negotiations with Israel have failed. The Palestinians say they will put up their proposal at the UN in September if peace talks do not resume.
