Defence Minister A K Antony today said the final decision on Armed Forces Special Powers Act, AFSPA will be taken by the Unified Command Headquarters in Jammu and Kashmir.Talking to reporters in New Delhi today, he said, Cabinet Committee on Security, CCS last year decided to leave it to the Unified Command to take a decision on partial withdrawal of AFSPA in Jammu and Kashmir.
