Meanwhile, Supreme Court yesterday directed the Delhi, Punjab, Haryana, Uttar Pradesh and Rajasthan governments to file affidavits listing the steps taken by them to prevent this. In its observation, the court said that various steps taken by different agencies are not effective in tackling the situation as the quality of air in NCR has not improved.
''
''This deterioration is primarily attributed to sluggish wind speed and a drop in temperatures. During the winter season, unfavorable meteorological conditions, coupled with a combination of emissions from firecrackers and paddy straw burning also contribute to the deterioration of air quality Delhi-NCR.
