Agriculture, management of water resources, power generation with a focus on Distribution reforms, urbanization and specific problems of tribal development will be high on the agenda of discussions in the National Development Council meeting to be held in New Delhi tomorrow. The Prime Minister Dr. Manmohan Singh will preside over a meeting of top policy forum, for a mid-term review of the 11th Five Year Plan (2007-12). The Deputy chairman of Planning Commission, Montek Singh Ahulwalia said in New Delhi today that the plan panel paper has a document for discussions which has identified these areas. Mr Ahulwalia added that transmission loss is to the tune of 40 thousand crore rupees . He called for evolving a mechanism to address the transmission losses and impose a cess on the states who over use power resulting in low water table. He added that the clearance of power projects will be expedited in the near future as the planning commission has given its recommendations to the government which are being actively considered. He said that the plan panel is working inclusive development for the tribals , who account for 8.2 percent of the population.Planning commission sources said that it has initiated a consultative process to prepare an action plan that will address a range of development and security measures, with an assurance of adequate funding by the finance ministry. Mr. Ahulwalia said that the national development council meeting is an important opportunity to listen to the chief ministers and share the perception of the planning commission with them to ensure inclusive growth.
