Army Chief Gen V.K. Singh today said that Armed Forces Special Powers Act now in force in Kashmir is an enabling provision and not an arbitrary one. Speaking to newsmen in Chennai after reviewing the passing out parade at the Officers Training Academy, he said the Army had conveyed its views on the issue to the Government and said the Centre would take final decision on this. On infiltration in Kashmir, General Singh said there had been more attempts to infiltrate in the last two months. He said it could be a coincidence that there have been more attempts since the unrest erupted in Kashmir. He said a number of terrorists have been killed by the security forces while attempting to infiltrate.Earlier addressing the cadets of the officers training academy, General V. K. Singh said India was poised to play a prominent role in international arena befitting her size and stature. He said the Indian Army was admired for exemplary service it had rendered, be in the external or internal challenges, peacekeeping operations or while providing relief and rehabilitation.Stating that the present day environment is one of unprecedented complexity, Gen Singh urged the cadets to understand these complexities and challenges of modern warfare and come out with innovative and practical solutions. Following the passing out parade, 224 cadets including 63 lady cadets were inducted into Indian army. Lady Cadet Divya who commanded the parade bagged the coveted ‘Sword of Hnour’, becoming the first ever lady cadet to win the distinction.
