Army Chief Gen V.K. Singh today said that Armed Forces Special Powers Act now in force in Kashmir is an enabling provision and not an arbitrary one. Speaking to newsmen in Chennai after reviewing the passing out parade at the Officers Training Academy, he said the Army had conveyed its views on the issue to the Government and said the Centre would take final decision on this. On infiltration in Kashmir, General Singh said there had been more attempts to infiltrate in the last two months. He said it could be a coincidence that there have been more attempts since the unrest erupted in Kashmir. He said a number of terrorists have been killed by the security forces while attempting to infiltrate.
