A joint strategy on Afghanistan and sorting out differences over liability issues in the civil nuclear cooperation will dominate the agenda when the Foreign Secretary Mrs. Nirupama Rao holds talks with senior Russian officials in Moscow on Tuesday. She is visiting Moscow for foreign office consultations. This is the first of a series of meetings to firm up the agenda for the visit of Russian President Dmitry Medvedev to New Delhi in December. Mrs. Rao's visit comes against the backdrop of Russia's opposition to accepting any liability for atomic equipment and materials sold by Russian companies to India in case there is any nuclear accident. AIR correspondent reports, the two sides will also review ongoing efforts to ramp up trade and economic ties. They will discuss the evolving situation in Afghanistan in the wake of recent disclosures by an online whistleblower that showed Pakistan's spy agency Inter Services Intelligence aiding the Taliban and plotting anti-India activities. New Delhi and Moscow have similar concerns on the situation that will unfold in Afghanistan after the US-led international security forces withdraw from the region in 2014.Their concerns have found resonance with Tehran as well. The visit will be yet another initiative in recently intensified attempts by India to garner support from like-minded nations to prevent the Taliban from coming back to power in Afghanistan. External affairs sources said that India and Russia are on the same page in the sense that both believe, good Taliban is just an oxymoron. The visit by Mrs Nirupama Rao will explore further the extent to which the two countries can cooperate in dealing with the emerging situation in Kabul.
