Afghanistan government has called upon the international community to present a clear message that they will support Afghan people till they achieve victory against their enemies and beyond that. A concept paper presented before the international conference on Afghanistan at London later this month, said that any wavering of resolve or deadline for withdrawal will be a strategic mistake and could have catastrophic consequences for all. The paper said Afghan people need to be certain that international community will not abandon them again. It also called for rapid training of Afghan security forces and reach the target of 2,40,000 army and police personnel by October this year and over three lakhs by next October. The paper presented at the Joint Coordination & Monitoring board meeting with international partners in Kabul today, said aid allocation in Afghanistan is often driven by donor preferences rather than Afghan priorities and called for foreign aid to be increasingly routed through government institutions. The government also stressed that enduring peace in Afghanistan can only be achieved when opposition groups give up violence and are successfully reintegrated into their communities. To this effect, it has promised to call a grand meeting of tribal elders where all elements of society can be consulted for lasting peace.
