Afghan tribunal asks President to delay formation of country's new Parliament

An Afghan tribunal set up to investigate electoral fraud has asked President Hamid Karzai to delay the formation of the country's new Parliament by at least one month. The head of the five-judge panel said today that the delay is needed to give the group more time to investigate fraud claims from the September 18 Parliamentary elections. Mr. Karzai has not said whether he will agree to delay the formation expected to take place this Sunday. The final results for the 249-seat lower house of Parliament were not announced until December 1, after election officials reviewed about 5,000 fraud claims. Those included charges of vote-rigging and voter intimidation by local warlords. The Independent Election Commission disqualified nearly one quarter of the votes and disqualified 24 winning candidates.
