<br/>Parliament in Afghanistan has rejected a Presidential decree that would give President Hamid Karzai more control over a key electoral watchdog. <br/><br/>Members of the Lower House voted unanimously to reject proposals that would allow Mr. Karzai to select three out of five members of the Electoral Complaints Commission.<br/><br/> <br/><br/>AIR Correspondents say there have been concerns that Mr. Karzai was backing away from promises to clean up vote fraud and also corruption.
