Afghan Fin Min seeks hike in int'l aid to security forces

Afghan Finance Minister Dr. Omar Zakhilwal has said that the 4.1 billion dollar annual assistance from the international community to the Afghan security forces was not sufficient and needed to be increased to 6 billion dollar. Addressing a meeting of the Coordination and Monitoring Board of Afghan officials and the representatives of the international community in Kabul yesterday, he said the 4.1 billion dollar assistance is based on the earlier calculations when the strength of the Afghan security forces was 2,20,000 two years back, which has gone up to 3,35,000 now. Dr. Zakhilwal said the expenses have also increased due to transfer of more responsibility to the Afghan security forces, opening of new departments, reforms in the Afghan prisons and recruitment of women in police forces. Afghan Finance Minister said the issue of increase in funding will be raised in the forthcoming NATO Summit next month. Afghan Interior and Defense Ministries also stressed the need to increase the annual budget for the Afghan National Security Force (ANSF).The second meeting of the ANSF Funding Framework Oversight Coordination Board was held to discuss the draft to be discussed at the NATO summit to be held on 4 and 5 September in Wales, United Kingdom. However the issue of funding the Afghan security forces is also linked to the signing of the Bilateral Security Assistance agreement (BSA) between Afghanistan and the USA and also the signing of the State of Forces Agreement (SoFA) between Afghanistan and the NATO. The outgoing Afghan President Hamid Karzai has already declined to sign the BSA saying it will be inked by his successor.Meanwhile the final result of the Afghan presidential election held in April this year is yet to be announced as the votes are being audited after the allegations of massive electoral frauds by the two presidential candidates..
