9% growth in 12th five yr plan is feasible: PM

The Prime Minister Dr Manmohan Singh has said that nine percent growth in the 12th five year plan is feasible.In his opening remarks at the full Planning Commission meeting in New Delhi on Saturday, he said, this can be achieved only if some difficult decisions are taken.Dr Manmohan Singh said that the Approach paper for the 12thplan rightly notes that using a combination of private-public partnership in the current plan is necessary to achieve the desired results. Dr Singh said that four per cent growth in agriculture in the next plan is necessary to avoid inflationary pressure.Dr Singh referred to the approach paper and said that multiple interventions are necessary to achieve the growth in this sector. He said the agriculture sector recorded 3.3 percent growth in the current plan.Dr Manmohan Singh said a new Land Acquisition Legislation is necessary which strikes a balance between the need for fair compensation to those whose land is acquired and at the same time Land Acquisition should not become an impediment in meeting the needs for infrastructural development, industrial expansion and urbanisation.The Prime Minister asserted that Health, education and skill development are key areas to achieve the objective of inclusive development at present and they will continue to be the focus in the next plan.Dr Manmohan Singh stressed the need to focus on implementation and governance to improve effectiveness of government programmes.He asserted to ensure that the resources provided are spent to achieve maximum efficiency in terms of outcomes and also called for harnessing private investment in these areas. The Prime Minister said that 1,87,000 crore rupees are being spent on major flagship programmes for inclusive growth.The Prime Minister said that the Planning Commission has rightly endorsed the importance of the process of fiscal correction and said areas like health, education and infrastructure will have to be funded more than others.He said in view of resource constraint, it is important to focus much more on efficient use of available resources. The Prime Minister said there is a need to have greater attention on capacity buliding, monitoring and accountability.AIR Correspondent reports that the Approach Paper prepared by the Planning Commission will be discussed in the meeting. It provides for a broad framework to be pursued in the five-year period to achieve all round development.After the nod by the Planning Commission, the document will be placed before the Union Cabinet for consideration before being taken up for discussion and final approval by the country's highest policy-making body, the National Development Council.
