In Nepal, the national anti-graft body has directed the government not to divert the budget unless of national priority. The Commission of Investigation of Abuse of Authority in letters to the office of the Prime Minister, Cabinet Secretariat, National Planning Commission, and six other Ministries said arbitrary shifting of budget would be against fiscal discipline. The direction came in response to a complaint filed by the opposition Nepali Congress against the diversion of funds from one government agency to the other.
