Congress Vice President Rahul has attributed decentralisation of power brought in by party government led to the growth of Assam. Addressing meetings at Bishwanath Chariali and Tezpur in in Assam, he said congress stands for empowering people. It does not believe that power should be vested with one person but shared with all. He lauded Chief Minister Tarun Gogoi for bringing peace and development in the state and improving the condition of the poor, women, tea tribes, farmers and others.

Dismissing the claim of Gujarat model for Development by BJP leader Narendra Modi, he said Assam does not need the Gujarat model as it is already having its own which led to Development and growth. Rahul Gandhi said BJP believes in only one thought, which is applicable across the country, but this is not a country of one thought or idea.

He said his party is committed to raising about 70 crore people on the poverty borderline to the middle class within the next five years. Congress does not want a government of the elite and rich, but with focus on the poor and the middle class.
