The US Department of State on Wednesday authorized a reward of up to 5 million dollars for information leading to the location of Mohammad Ilyas Kashmiri, the commander of a Pakistani-based terror group. Last year, the U.S. Treasury designated Kashmiri a specially designated global terrorist and Secretary of State Hillary Clinton designated his group – Harakat-ul-Jihad al-Islami – as a ‘foreign terrorist organization.’ The designations provide U.S. law enforcement agencies the legal means to restrict resources to both Kashmiri and his group. Since 2001, Kashmiri has led HUJI training camps and the group has launched several attacks in India and Pakistan including a suicide bombing against the US Consulate in the southern Pakistani port city of Karachi in March 2006. Four people, including US diplomat David Foy were killed and 48 others wounded in the attack.
