2 underground outfits agree to sign SO agreement

In Manipur, two underground outfits have agreed to sign a Suspension of Operations (SO) agreement with the government. Official sources said that the tripartite SO agreement with the Centre, state and the two outfits will be signed at Imphal on Saturday. The outfits are the United Tribal Liberation Army (UTLA) and the Pakkan Reunification Army(PRA). Joint Secretary (North East) of the Ministry of Home Affairs Shambhu Singh has already arrived at Imphal to represent the Centre in the signing of the SO agreement.With the coming of two more underground organizations under the fold of SoO agreement with the government, the number of militant groups coming forward for peaceful negotiations has become 22. Nineteen Kuki militant groups under two conglomerate organizations and Kangleipak Communist Party(Lallumba Group) have already signed tripartite SoO agreement with the government. Preparations for holding political dialogue with these organizations are underway and government is making fervent appeal to the remaining proscribed outfits of the state to come forward for peaceful negotiations to bring a lasting solution to the vexed insurgency problem in Manipur.
